Can a completed change be set back to earlier status?

I have an implemented manufacturing order, which is status of complete; would like to move back to an earlier status of "Approval" and then preprocess it thru the steps of Approval>Released>Implemented

I have updated the workflow to manually allow the next status to be approval.

I have set the smart rule of unrelease manufacturing orders to "Yes".

I have given the change status privilege to allow Role to route from implemented to approval.

I have given the Role the modify privilege on all status' of manufacturing order.

But still unable to update the workflow on this change.

Any direction would be appreciated.
