Google Map set for Field Service Dispacther is not working.

I am  trying to setup google map for field service dispatcher in 11i. I have executed below actions. 

1. Applied Patch 5727666 and 5566771. 

2. Register on Google Map and got registration key.

3. Set Profile option# CSF: Google Map Key at site level.

4. Bounce the Apache.

After that when I opened a task on dispatcher form and tried to open Map, it is showing following error message. Please suggest.

oracle.apps.fnd.framework.OAException: Application: FND, Message Name: FND_NO_REGION_DATA. Tokens: REGIONCODE = /oracle/apps/csf/spatial/map/webui/MapCO;
