Is it possible to include a URL in an application message that when clicked opens in a new tab or wi

Hello -

Below is an example of an application message we've defined.  This won't open in a new window/tab.  So when the link is clicked the file is opened in the existing window and clicking the back button does not bring the user back to where they need to be.  Any ideas would be greatly appreciated!
