Csalter script not working

I am trying to change database charecterset from WE8MSWIN1252 to AL32UTF8 using csalter script but nothing is happening.Please find the belpow log

I have also used csscan FULL=Y  TOCHAR=AL32UTF8 LOG=dbcheck CAPTURE=N ARRAY=1000000 PROCESS=4 before running that script and

SQL> @C:\app\Oracle\product\11.2.0\dbhome_1\RDBMS\ADMIN\csalter.plb

0 rows created.
