Local db initialization is failing on IP15.0

Hi,

Local Db initialization is failing in IP 15.0 version.  As per 2061175.1,  the suggested workaround is to install patch set 15.5.

If we upgrade to client/tools to IP15.5 patchset on top of IP15.0, do we also need to upgrade Enterprise server environment from IP15.0  to IP15.5 ?  or we can continue to be on the same (15.0) server environment while upgrading to 15.5 on tools/client.

What are the options if customer does not want to upgrade to the patchset 15.5 as of now?
