Datepicker not showing after patch 8.1.1.14 Patchset 16

Hi ,

I applied patch 16 for 8.1.1.14 , after this the Date picker in the application is not showing , I see the icon but when I click on the icon in console I see error " Uncaught TypeError: utils.toISOFormat is not a function"

this is applicable throughout the application , even on standard applets , please direct me how to resolve this.
