Is it possible to Upgrade to Tools 9.2 Only and not Upgrade to Apps 9.2 ?

We really want the Long User ID and Password feature in the Tools release 9.2 however, we wish to remain on Application release 9.1. Or is it assumed that you are on the App. Release 9.2?
