Data Access Set and BSV

As per the definition of data Access Set at Oracle Website, To ensure that the general ledger clerks for LE: Vision Services do not view or enter data using the balancing segment values for the other legal entities, define a data access set that only provides read and write access to balancing segment value 200 (BSV assiged to LE: Vision Operation). Assigning this data access set to the Vision Services responsibilities prevents them from entering and viewing data outside of their legal entity.
As per my understanding when we assign multiple Legal entities to a ledger for example L1 has BSV, 01,02,03 and LE2 has BSV, 09,08. then by default it is the oracle functionality that if we are worling in LE1 then we wont be able to use BSV 09 and 08. So what role does data access set plays here ?
