How to de-activate Oracle User records on a mass scale?

Dear Oracle  Gurus,

What is the best way to de-activate Oracle User Records on a mass scale. Data Loader is an option but we have 10,000+ Oracle User records that were migrated into our Oracle environment when we first implemented the system and these now need to be de-activated as these users no longer use the system.

The navigation is System Administrator > Security > Users

Is there an API for this?
