Licensing for Oracle eBusiness Suite in AWS

We have 1 Production environment and several non-Production environments in local servers and we are planning on using AWS for additional (probably short term) non-Prod environments.

I need confirmation if we still need to purchase a license if we put up a non-Prod environment in AWS. I read somewhere but unsure if correct that development environments don't require extra licenses.
