JD Edward's downloded xmlp Template code shown as <?ref:xdo0024?>

i created a rtf template and uploaded it to JDE then running the report sucessfully.Later i downloaded this template to edit layout i found the xml code i entered written like <?ref:xdo0024?>(see attached screenshot.

when i create a new template the code is appearing ok.I just cannot edit an existing template .it is not reasonable to recreate template every time i want to make a small change to the template.
