How to Use the My Oracle Support Conflict Checker Tool (Note:1091294.1)

I'm running Oracle 11.2.0.4 on Linux x85-64 on a physically isolated network.  I CANNOT supply the required file to the  Conflict Checker Tool.  What is the proper process for checking conflicts in this situation?
