Mexico Localization Setup - Help Required on ESUs

We are planning for 9.1 Spanish Language install and Mexico Localization set up, right now we are on 9.1.5.5 Tools Release and our base JDE app is on 9.1 (We don't have 9.1 Update 2 installed on our system). 

We are good to go for install and configure Spanish language setup.

But we need to get some help to implement Mexico localization setup. We found list of ESUs needs to be installed for Maxico localization set up via configuration assistant.

My questions are:

1. The Mexico Localization required Mexico ESUs & Plug and Play ESUs, what is the difference between Mexico ESUs & Plug and Play ESUs? Both are having dependencies which is required common Base line ESUs and couple of standard ESUs.
