Accrued Acquisition Costs in SLA

I Just want to know what is the use of this (Accrued Acquisition Costs) Journla Line type , inside (Deliver to or Return from Inventory) Event class ,(PO Receipt) Event type ..

Because all of our expenses are done with payable invoices , Is it possible to load POs with expenses ?
