R12.2 Online Patch Enablement 13543062 ERRORS (aidafoGetFileDbVersion: INFO: ORA-01403 no data fou

I am trying to apply the 12.2 ONLINE ENABLEMENT PATCH 13543062 and am getting the following error:

AutoPatch - aidafoGetFileDbVersion: INFO:  ORA-01403: no data found

AutoPatch error:

Unable to get APPS_DDL package version from db <EDWREP> <APPS_DDL> <PACKAGE>

AutoPatch error:

adpmrp: Error while installing apps_ddl packages.

I found one MOSC discussion stating it had to do with the FND_ORACLE_USERID ODM having a read only flag of X and to change it to A. I tried that and it didn't resolve the error.  I could use some help. If I should open a SR instead just let me know.
