Why does the Recurring Voucher Report R04305 copy the previous batch of recycled vouchers?

I have noticed that the Recurring Voucher Report R04305 copies the previous batch of recycled vouchers.  This seems odd to me as it appears to be looking back at what was done rather than looking forward to what will be recycled.  Is this the intention of the report?

I was hoping to use this report similar to a Create Payment Group report to get a preview of what payments would be recycled.  Is there a different place that I should look to find this information?

The report R04305 seems to include vouchers that no longer recycle as their time has run out.  Is there a processing option that can be adjusted so they are not included?
