Journals missing in GL

Back in early March we had a problem with the system where requests had failed and caused some issues.  Down the road we realized that we're missing journals in GL Inquiry because some of the transactions from Projects and Purchasing got created in GL with Negative ledger_ids (example: -2021 instead of 2021 primary ledger id and -2023 instead of 2023 for secondary ledger_id).  I had reported this issue to Oracle Through SR they provided me with recommended patch and a "Datafix" called "Negative_ledger_id_dfix.txt".  I applied the patch and the data fix in TEST.  and I ran the PRC: Create Accounting
