R12.2.5 - EXCEL 2003 template 65k records

I have same situation as mentioned in this.

Exporting XML Publisher ouput t over 65,000 records

We are on R12.2.5

1)     I have RTF template and generating Excel output - File Size : 300MB

        When we open the file we are having 1,47,000 records and it is not .xlsx format

        After saving as *.xlsx format, file size comes down to 15MB

        You have mentioned in above reply that we can create .xlsx from RTF. Can you please let me know How to do that?

2)  I have tried Excel template(using 2003 xls format) for the same report mentioned in point(1). Report output size comes down to 70MB
