DBAs that won't prorate

I have set up Deductions and Benefits for health care coverage, and want them to prorate.

The Deductions, which have records in the F06106 with Start/Stop dates seem to prorate as expected.

The Benefits, which do not have records in the F06106,  do not prorate.  The Basis of calculation for the Benefit is a Deduction code(Which has a record in the F06106).

Do the Benefits not prorate because there is no record in the F06106 with Start/Stop dates?  The Start/ Stop Dates are on the DBAs in the Basis of Calculation, so I would expect those dates to pass through.
