Siebel Outlook Drag and Drop in 8.1.1.11 Open UI?

As per the document Microsoft Outlook to Siebel Open UI Drag and Drop (SODD) (Doc ID 2117212.1), after installing the Add-in, drag and drop should work with Siebel 8.1.1.11 Open UI.

Applies to: 

Siebel CRM - Version 8.1.1.11 [IP2013] and later

Information in this document applies to any platform.

But it does not seem to be working for me. We are on Siebel 8.1.1.11 + PS8 with Open UI enabled.

Every time I try to drag and drop an email from outlook into Siebel, it throws the below prompt, which is actually trying to download the email message onto the computer instead of creating a new record and saving the email message on to the Siebel file system.
