Mass Edit Material Costs Not Updating The Material Cost

Hi:

Copied cost from another org and then ran mass edit material Cost to increase cost by change % of 35.00 (entered 35.00).   Items that consists of  Material, Material OH, Resource and OSP  were not updated. Cost remained the same as that copied from another org.  Are we allowed to copy cost for items with Resource, OH and/or OSP with Mass Edit Material Costs?  If not, is there another way?
