How to configure Weblogic Server to use UTF-8

Hi all,

we are using weblogic server 10.3.5, and we have a BSSV service on it. when we try to call this service from Mobaile Application the characters with Arabic language appeare as question marks. So we want to configure Weblogic Server to use UTF-8 is it a right solution and how to apply it.
