how to use my resources well?

Hey..

i have EBS installed on one 12 cores 64 GB RAM server for a while, and another TEST instance installed on another twin server..

obviously i'm wasting too much making a server like that runs for tests and clones..

whats the ideal way to use both servers on my EBS production, do i install it on both servers and load balance them? should i split DB on one and APPS on the other? or should they both be DB and i buy a new server for apps..
