Default Carrier Number for same Shipping Location

Hi All,

As per business requirement,existing carrier number should get updated with the one defined at Preference Type and driving field should be Customer Number/ Branch Plant.

For instance,whenever i am shipping from B/P 9011 for XXX customer a 8575 Carrier number should get updated at the time of SO Entry
 

I have completed the setups as mentioned in document but when i am entering order system is not updating default Carrier Number
