Can we run No Input Rules On demand?

Hi

We are using HFM 11.1.2.3.503.I would like to know if it is possible or any one has tried to execute No Input rule On demand?

I have an application where the No Input cells are activated based on a flag set on a web form for Entity and Account Intersection.If 1 is set, then the Entity/Account intersections is made No Input and 0 means vice versa.But the problem is every time when I update flags,I have to re load rules OR restart the application (kill HSV Datasource) in order to activate the No Input cells which causes downtime of application.
