While Performing the control screening, How does the status of the trade transaction change from On-hold to Failed ?

I.e. trade transaction with status type TS_CONTROL_SCREENING = TS_CONTROL_SCREENING_ON HOLD to TS_CONTROL_SCREENING= TS_CONTROL_SCREENING_FAILED.
