Unable to run task via server manager

Hello,

Siebel version = 8.1.1.14

Whenever I try to start the task from command line server manager either WfProcMgr or EIM job - getting following errors:

srvrmgr:siebsrvr1> start task for comp wfprocmgr with processname='Dummy Value'

start task for comp wfprocmgr with processname='Dummy Value'

SBL-ADM-60070: Error reported on server 'siebsrvr1' follows:

SBL-SVR-01042: Internal: Communication protocol error while instantiating new ta

SBL-SVR-00100: Internal:Invalid argument

The same command works on another siebel server running.

Note: We have 3 siebel servers and all of them are running including all the components.  Issue is just one siebel server and don't want to rebuild the server.
