Burden Schedule Copy Function

If I copy a burden schedule version and change the rates, existing transactions will not recalculate to the new rate.  If I create a whole new version, entering all the rates manually, existing transactions with item dates after the start date WILL recalculate to the new rate.  Is this intended functionality?

I would love to be able to use the copy function but management never has the new rates ready for me until the first month end of the fiscal year, so there are already many transactions tied to the old fiscal year rates.
