Two questions regarding a new OpsCenter installation

I believe I did my due diligence in researching these questions but there seems to be a bit of confusing (at least to me) information.

I just installed an instance of OpsCenter 12.3 on a non-global zone and was looking to start increasing functionality by installing a few plugins for things like Dell hardware and EMC san hardware. To be clear, at the moment this is a disconnected mode instance so although I have the link to the plugins page I cant connect from the console. As I was searching to understand how to install a given plugin all the references seem to point back to an OEM instance to do the actual plugin install. So am I to understand that the only way to
