discovering ASM instance

Oracle Enterprise Manager Cloud Control 12c Release 3

Under auto discovery results I see the ASM target that I wish to promote.  I have tested the asmsnmp login credentials, but the promote fails.  From the gcagent.log I see this message:

Dispatching request: GetTargetsRequest (osm_instance.+ASM_<server_name> INCLUDE BROKEN) <<<
