Non-source Transaction Detail populating for no obvious reason and causing csi_txn_error

I'm working on a development instance of 12.2.5, we have the environement set up to track Customer Owned Instances only. I've encountered a transaction error with an absolutely useless and vague error text "User-Defined Exception"

The error is occurring against the Seeded and unchanged oracle Source Transaction OM_SHIPMENT and also, the seeded and unchanged subtype Sell. These are not user-defined transaction types and they are unchanged.

When I click on the Transaction Detail button from the Error it opens the Installation Details form, it is not greyed out (it's editable) and in the Non-source tab and data is there. I don't know why or how it got there and I cannot remove it. This is obviously not a replacement or repair scenario, so there is no needed for non-source to source reference, this is a shipment of a new kit.
