Resource manager impaction on sql plan building

Hi there!

Can you tell if resource manager can impact on sql query plan building? When I run the same sql query from different users different sql plans build for them. This users are in the different resource consumer groups. The query runs in parallel in both case and no limits on parallels in them. sql monitor result are attached.
