Table Conversion Issue - User Insert Row(***MISSING NAME***)

E1 version 9.1.5. I am converting a work file (in E1 format) to F0911Z1. The requirement is to create 3 records in F0911Z1 for every record in work file. I cannot use "Issue a Write for this Event" because it inserts three Writes at the bottom of Event Rules (which will not work because Business Units, Amounts are different for each entry). Hence I am using "User Insert Row" System Function that accepts FT F0911Z1.Format . So far so good.

However, after I validate Event Rules, save and exit, the Browse Event Rules Button shows different picture. Same thing is shown when I try to debug TC. Any one aware of a solution?
