Requisition Preparer unable to cancel the PO/requisition

Dear Oracle Purchasing Gurus,

We have a situation where the 'preparer' of the requisition is unable to cancel the requisitions while the person enter as the 'Requester' is able to cancel the requisitions. Wanted to check if this is how the 'Cancel Requisition' functionality is meant to work in Oracle. If so, is there a way around this so that the 'Preparer' is able to cancel the requisition because we have a large number of requisitions raised by 'preparers' who are different from 'requesters' because of the nature of the Purchasing department processes.
