  Enterprise Management

    -> Enterprise Manager

     --> Downloads

Plug-in update for EM 13.1

You have tips, tricks or suggestions on Installing the plug-in

Keep in mind that the 13c Plug-In should be installed on 12.1.2.6 which is the only ODA version which is currently built on EL 6.7
