In Compensation Workbench as the comp administrator how can I set the budget and push it down within

In the past we have set up budget to automatically allocate defined budgets I want to test using varying budgets %'s by 3 different presidents this would be for one plan but each president has a need to budget differently.  As the comp administrator how can I set the budget and push it down within with in each presidents hierarchy?
