Cannot create a change request for a requisition that uses a contract that now has a newer version

In eProcurement, trying to submit a change request on a req that is using a contract and the version is not the most current version.

Get the message "Invalid Version" You have specified a contract version that is not the post current.  Please select the latest version".    Contract id and version number fields are grayed out and uneditable.  Cannot select the latest version.

Occurring in our FDMO environment that does have the bug fix 20061751 applied.
