JDK7 upgrade - Latest formsapp.ear has NOT been deployed

EBS R12.1.3 running on RHEL 5.8 and trying to patch my app tier to JDK 7.

I'm following:

Document 393931.1 - Deploying JRE (Native Plug-in) for Windows Clients in EBS R12

Patches to apply when upgrading JDK7 via Doc ID 1467892.1

Doc ID 1591073.1 - Enhanced Jar Signing for Oracle E-Business Suite

This is not my first time through this process, I'm just reviewing it to make sure everything runs smoothly for my eventual implementation but today it is not going so well.

I've applied patches, and upgraded my jdk version to 1.7.0_95.

Now when I try and run adstrtall I see the get "Latest formsapp.ear has NOT been deployed" error that I usually get (just confirming I'm getting the usual issues).
