Is there a standard functionality in the shipping responsibility that would allow us to have shipset

I have a requirement from our management team to create ShipSet thresholds.  We shipset all lines on our orders and we only pick lines that are reserved in full.

Meaning - If I have set my threshold at 75% and I have an order with 100 lines all shipset as 2 AND of those 100 lines 75 are reserved in full, then because of my threshold settihng, Oracle will automatically remove the shipsets on the unreserved 25 lines, and pick release the remaining 75 shipset lines.

Has anyone done this?  was it a customization? Is there a set up I am unaware of?  I welcome all suggestions!
