Implementation of module

Hi,

I am implementing new application first time, there is a requirement that each customer should able to see and print their orders only. They cannot able to see other's order and restrict them to print that.

How I could fulfill this requirement?

Whom I should ask, whether CNC, Technical or Functional person to complete the job?

What informations needed for this?
