Transaction materials consult Waybill and PO

I call to report if there is possibility of a user who has no access to Inventory to consult Material Transaction .
This need is found in accounting of transport invoices the AP must identify the PO to which a particular transport was made.
In the Transaction Material consult the Waybill and PO for which it was registered the receipt with the respective waybill .
If there is another way to get a list of waybill and the transaction associated with the same grateful to report and verify also that the way to grant access to the AP .
