Publishing E1 Page to a role

Hi Everyone.

I am an absolute lowest level E1 Page newby.  I'm working on a system where quite a few pages have been created and assigned to *PUBLIC as well as a handful of users.  *PUBLIC is in the rules with access to Approve at several places.  As a result I'm assuming the activity rules have been set up correctly.  When I try to publish an existing page to a role I'm allowed to enter the role and click on the Viewable box, but when I drop to the next row to add another role the Search Type is populated with an
