Using different Sell-by requirements for ST/OT versus Customer Sales Orders

Our distribution center sells both to customers and to other branches.  For our customers, we want to sell product up to the sell-by date.  However, for our other branches, we want to increase that time so they can sell to their customers before the sell-by date.  For example, if the lot has a sell-by date of 12/31/16 and the product has a 60 day transit time to another branch, we would not want to sent the product after 9/30/16 (arrives 11/30/16 and gives 30 days to ship to customers).  Is there a way we can make that work automatically?
