Critical Patch Update Advisory - April 2016 and weblogic ?

Could you please advise why now the numbers for PSU on weblogic 10.3.6 changed from typical versioning PSU1, PSU2, PSU3, ..., PSU13  to 10.3.6.0.160419 ? Are there some special changes which prompt the change in naming convention?
