cs_jtf_rs_resource_extns_sec secure view does not fetch data

This view cs_jtf_rs_resource_extns_sec does not fetch data for all resources. I understand the data fetched is based on "Responsibility", "User" and "Request Type" that is set.

Responsibility and User have been set using fnd_global.apps_initialize. User has access to the responsibility also.

My question is how to set "Request Type", so that the view will return data.
