R3382 is generating overstated requirement-capacity hours greater than firm workorders with attached

Hello, all,

We have an issue with or R3382 results.  We are focusing on just firm work orders with routings attached at this time.  CRP is consistently overstating the requirements and I'm not sure why it would be different from the hours on the work order routing.  We've set the prime load code to "C" (machine + set up) and critical work centers to 3.  We are rolling up to dispatch groups.   The work centers for the test are at 100% utilization and 100% efficiency.  We're on JDE Enterprise One 9.1 and we're using process manufacturing.  The work order will be for
