How can I stop the Budget for FY16/17 going into FY15/16?

Hi,

In R12.1.3, we defined a new budget for FY16/17 and opened the new periods for FY16/17 but when we upload the budget, it is going into FY15/16 instead of the new period.  Is there some additional setup we need to complete?
