Where is Oracle Bundle Patch for Windows?

Greeting All.

After installing Oracle client 12c (both 32-bit and 64-bit) on a Windows server, we saw some application errors which are only specific to 12c client (we use ODP.Net). I wanted to install the latest Bundle Patch to the client, but Oracle does not seem to release BP for Windows (may I assume it's a equivalent to PSU for Linux/UNIX?) at the same schedule as PSU for Linux/UNIX. in Doc ID 1454618.1, there is a reference to patch 22809813 (12.1.0.2.160419), but the URL to the patch does not exist. When I search Oracle recommended patch for Windows, I found BP 22310559 (12.1.0.2.160119), but BP 22581007 (
