Recovery shell on AP4500 upgrade from scx640 to scz730 release

We are trying to upgrade an AP4500 running scx640 release to scz730. We already performed the booloader stage 1 and 2 update, NIU&mainboard CPLD  update and CPU2 replacement.

The system is able to load the old scx640 image, but when we upgrade to any release running linux, scz7.x.x, the system stucks on a recovery shell.

The serial console shows the following errors while it's booting:

kernel_size = 0x04609060

init started: BusyBox v1.15.1 (2014-06-26 01:10:40 EDT)

Waiting for /boot to become available
