Order Activity Rules

Is there a requirement in E1 9.0/9.1 tools to have nxtr=999 in all order activity rule order/line types?  It appears that when you cancel a line it writes 980/999 in lttr/nxtr and that inhibits archiving data because the last value in that order/line type is 512 not 999.
